The office is a public no-profit authority whose targets are the offered service efficiency and quality with the efficient use of resourses. To this purpose, the office pursues the integration with public and private health structures of the Province and of the Region and develops policies integrated with the Local Health Authority of the Emilia Region. For the same purpose, it pursues synergies with all the social, political, economic and volunteering components at a provincial and regional level. The development of the health and territorial policies requires the evolution of its mission, from the production of health performace to the production of health. The vision on which the health program policy is based requires to operate so as to promote decision-makiing autonomy of users/citizens, their active participation to the process and treatment and their acquisition of an increasing control capacity on the health risk factors.
